Sandow Power Plant was a 1.1-gigawatt (1,137 MW) coal power plant in Milam County, Texas, located southwest of Rockdale. It was run by Luminant, a Vistra Energy subsidiary. The plant was shut down in 2018.
Alcoa built Sandow in 1951 to supply electricity to its nearby aluminum smelting plant.
[1] Sandow’s first three units began operations in 1954, with the plant being cooled by a nearby reservoir named Alcoa Lake.
[2] In the 1980s, Alcoa spent $63 million on a mid-life upgrade to Units 1–3. The plant’s pollution rose by 13,000 tons per year after it was completed. In 2003, the plant and the Environmental Protection Agency (EPA) reached an agreement to resolve the plant’s violation of the Clear Air Act. [3] Units 1–3 will eventually be decommissioned in 2009. [4] At the time of its closure, the plant had two operational units: Unit 4 began operations in 1981, and Unit 5 began operations in 2009. [5] The Three Oaks Mine in neighboring Bastrop County, Texas, provided lignite for the power plant. Fluor retrofitted Unit 4 in 2008 with a selective catalytic reduction (SCR) system to minimize nitrogen oxide (NO x ) emissions. [7] In 2008, when Alcoa ceased smelting operations at its Rockdale facility and accused Luminant of power supply problems, transmission of electricity to the nearby aluminum smelter was cut off. [8] On October 13, 2017, Luminant announced that Sandow Power Plant will be shut down in early 2018 due to economic factors such as low natural gas prices and the growth of renewable energy. [nine] The shutdown was approved by the Electric Reliability Council of Texas (ERCOT) the following month. [10] ERCOT determined that the plant was “not necessary to maintain ERCOT transmission system reliability” and ordered it to be shut down by January 11, 2018. [nine]

The past and landscapes of Texas are often best characterized by the coming together of unlikely partners, and one of Texas’ most unusual assets, Sandow Lakes, is no exception.

The same dichotomous elements that function in complete harmony can be found on these 31,631 acres: a new business creation juxtaposed against a vast array of preserved marsh and wetland.
Sandow Lakes is home to a diverse community of wildlife and waterfowl, the majority of which live there all year. The natural beauty is protected and thrives with native flora and fauna, providing ample opportunities for outdoor and recreational enthusiasts. On the construction side, the land sale includes numerous surface and groundwater rights, equipment assets, and other infrastructure, as well as convenient access to city amenities in the small, historic town of Rockdale. Both owned minerals will be conveyed in their entirety.

As a result of uncompetitive power supply to that smelter and overall market conditions, Alcoa reported on September 30 that it would curtail remaining production at its Rockdale, Texas, aluminum smelter – which produces approximately 150,000 metric tons per year (mtpy) – starting immediately. As a result of ongoing local power supply problems, the company idled three of the plant’s six operational potlines in June, representing approximately 120,000 mtpy of output.
In addition to the approximately 160 employees who were laid off earlier, approximately 660 employees will be laid off as a result of the suspension of the remainder of aluminum smelting in Rockdale. The company will keep its aluminum atomizer as well as its anode operations in Rockdale, hiring a total of 140 employees. The facility’s layoffs will be phased in, with the bulk of the reductions taking place by the end of November and early December. Alcoa will also change its alumina production accordingly.
