Western Union Co. has agreed to pay the US government $586 million to compensate victims of fraud who were not covered by the money-transfer business.
Western Union did not have a robust enough anti-fraud program, according to the government, allowing scammers to use its money-transfer services to defraud customers.
In one such scam, con artists would contact people and convince them that they had won a foreign lottery and that they needed to submit money through Western Union to claim their prize.
Western Union received more than 550,000 complaints about scam-related money transfers totaling more than $630 million between 2004 and 2015, according to the Federal Trade Commission. Because many people may not have protested explicitly to Western Union, the FTC argues that even more people were harmed.
