How can child welfare departments that use the same Signs of Safety strategy and work with the same trainers and consultants make such disparate progress (and, in some cases, regress)? This is the subject of the second report on the England Innovations Programme, titled “You Can’t Grow Roses in Concrete,” Part 2.
Munro, Turnell and Murphy Child Security Consultancy (MTM) was awarded two grants by the UK government to collaborate with ten English local authorities on whole-system reform to promote Signs of Safety practice, the first for 18 months in 2014–16 (EIP1) and the second for two years in 2017–19. (EIP2).
All of the authorities were inspected twice by Ofsted, the national inspection body, over the course of the five-year project. Three authorities improved to the highest rating of ‘outstanding,’ four showed some improvement, and three either did not improve or worsened to the lowest rating of ‘inadequate.’ On one level, the differences are unsurprising: incorporating reform into complicated social structures such as child welfare organizations would have differing consequences based on how the change interacts with other parts of the system. But what other aspects of the structure have the most sway? The information on how each authority implemented the parts of the Signs of Safety implementation process is gathered in this report to see if success on the implementation predicts progress in Ofsted judgments.
